Senior Manager/Supervisor
Position Summary
Prometheus Federal Services (PFS) is a trusted partner to federal health agencies and is seeking a Product Owner to join our team. The Product Owner will serve as a champion for the technical products delivered to internal and external stakeholders. The Product Owner will act as the interface between the consulting teams supporting transformational initiatives and the technology development teams, ensuring each product delivers maximum value to users through collaboration and alignment on priorities. The Product Owner will be involved in all phases of the project, including requirements elicitation and gathering, option analysis, prioritization, implementation, and ongoing support. You will apply advanced analytical and business skills to evaluate existing and identify new or enhanced systems, products, and processes that advance client objectives. The Product Owner will work closely with the client service team and government stakeholders to manage constraints, resolve critical problems, and maintain oversight of IT development, testing, and implementation of new capabilities. Specialized skills include experience with Federal healthcare data and government environments, requirements analysis, user acceptance testing, and artificial intelligence and documentation for systems used to capture or standardize health, clinical, or other data. The position requires extensive experience with SQL Power Automate, Slack, and Salesforce. Additionally, experience with Jira and Office 365 is highly desirable.

Essential Duties and Responsibilities
  • Defines product use cases, processes, and requirements based on customer input and feedback, and on an assessment of the existing workflow, considering internal and external business needs as well as regulatory impacts.
  • Coordinates with consulting transformation team by exercising oversight, applying risk/value techniques, and business analysis expertise to understand project architecture and components, shape initial project requests, and assist with the formulation of high-level product roadmap.
  • Identifies and provides mitigation plans for risks, concerns, and resource constraints for review with appropriate stakeholders.
  • Facilitates user acceptance testing results, including coordination with internal and external stakeholders.
  • Creates and maintains a thorough knowledge of as-is and to-be business processes supported by products.
  • Develop, revise, and enhance processes and procedures related to requirements definition and documentation, solution testing, and service delivery.
  • Collaborate with stakeholders to develop data-driven strategies for operational improvements and cost efficiencies.
  • Prepare detailed documentation, including data dictionaries, white papers, and strategic recommendations for business and technical audiences.
  • Lead efforts in data governance, quality assurance, and compliance with healthcare regulations such as HIPAA.
  • Provides technical leadership and guidance to business systems analysts.
  • Coordinate IV&V, participate in UAT, and provide iterative feedback with internal and government stakeholders.
  • Identify and analyze product metrics and customer feedback to recommend improvements.
  • Support management in quality control of deliverables.
  • Present product concepts and acquire buy-in.
Minimum Qualifications
  • Bachelor's degree in Computer Science, Management Information Systems, Data Science, Business Analytics, or a related field.
  • Minimum eight (8) years of experience working with healthcare enterprise systems and other healthcare clinical management systems.
  • Extensive experience with process design and requirements elicitation.
  • Experience with electronic medical systems and/or data environments used by the Department of Veterans Affairs.
  • Experience with Jira.
  • Strong Communication skills with the ability to translate technical findings into actionable insights for non-technical stakeholders.
  • Experience with data governance, compliance, and healthcare standards.
  • Authorized to work in the U.S. indefinitely without sponsorship.
  • Ability to obtain a public trust.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Prior experience leading analytics projects in VHA or federal healthcare systems.
  • Experience in developing and executing data-driven strategies within healthcare organizations.
  • Proficiency in Office 365 tools and environments for data management and collaboration.
  • Understanding of VA's Corporate Data Warehouse (CDW) and other Data Environments.
