Position Summary
Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking an experienced, hands-on Power Platform Developer with strong data engineering expertise. This role will design and build Power Apps applications, Power Automate workflows, and Power BI solutions using governed Department of Veterans Affairs (VA) and Veterans Health Administration (VHA) data assets, including the Corporate Data Warehouse (CDW). The role will also develop the data pipelines and models that support these solutions. The incumbent will own solutions end-to-end, including data modeling, ingestion and transformation logic, application and report development, and ALM governance, to ensure deliverables are maintainable, performant, and compliant.

Essential Duties and Responsibilities
Power Apps Development 
  • Design, build, and deploy canvas and model-driven Power Apps that operationalize VA/VHA data and replace manual, spreadsheet, or email-driven processes.
  • Architect Dataverse as the application data backbone — designing tables, columns, relationships, keys, business rules, calculated/rollup columns, and security roles.
  • Connect apps to Dataverse, SharePoint, SQL Server/Azure SQL, and the CDW using standard, premium, and (where required) custom connectors, and to external data through virtual tables and dataflows.
  • Build responsive, accessible (Section 508/WCAG) screens, forms, and views, and implement application logic using Power Fx.
  • Develop reusable components, component libraries, and PCF controls to standardize UX and accelerate delivery across apps.
  • Apply ALM and Power Platform governance — solutions, managed/unmanaged layering, environment strategy, deployment pipelines, and source control (Git / Azure DevOps) — through the Power Platform admin center.
  • Optimize app performance (delegation, data-source efficiency, concurrent loading) and harden apps with appropriate security and data loss prevention (DLP) policies.
Power Automate Development
  • Build and maintain cloud flows to automate data movement, approvals, notifications, and process hand-offs across Dataverse, SharePoint, Outlook/Teams, SQL, and VA systems.
  • Develop scheduled, automated (event-triggered), and instant flows, using connectors, expressions, environment variables, and robust error handling, retries, and logging.
  • Implement desktop flows / RPA (Power Automate Desktop) to automate interactions with legacy or non-API systems where appropriate.
  • Orchestrate ingestion and transformation steps within larger data pipelines, coordinating with Dataverse, dataflows, and downstream reporting.
  • Design flows for reliability and observability — including monitoring, alerting, and graceful failure handling and document trigger conditions and dependencies.
Power BI Development
  • Design, build, and maintain Power BI reports, dashboards, and semantic models against the CDW and other VA data sources.
  • Author robust data models with star-schema design, relationships, and well-documented DAX measures, calculated columns, and Power Query (M) transformations.
  • Configure row-level security (RLS), gateways, refresh schedules, incremental refresh/partitioning, and workspace/app deployment.
  • Tune model and report performance (query folding, aggregations, model size, DAX optimization) and apply deployment pipelines for promotion across dev/test/prod.
  • Build certified, reusable datasets and shared semantic models that serve multiple downstream reports and apps.
Data Engineering & Pipeline Development
  • Design and build ingestion and transformation pipelines (ETL/ELT) that move data from VA source systems and the CDW into Dataverse, Azure SQL, and Power BI semantic models.
  • Develop and maintain Power Platform dataflows, Azure Data Factory, and/or SSIS pipelines, including logic for staging, cleansing, conforming, and loading.
  • Design dimensional and normalized data models (fact/dimension structures, surrogate keys, slowly changing dimensions) to support analytics and applications.
  • Implement performant data connectivity — gateways, virtual tables, dataflows, and direct SQL — with attention to refresh windows, volume, and security constraints.
  • Build data validation, reconciliation, and quality checks into pipelines, and instrument monitoring/alerting for pipeline health.
  • Apply CI/CD and source control to data assets, and partner with data engineering teams on shared pipeline patterns and reusable transformation logic.
VA/VHA Data Sources, Systems & the Corporate Data Warehouse (CDW)
  • Work directly with VA/VHA clinical, operational, financial, and administrative data sources and the CDW, including its domains and fact/dimension structures.
  • Understand and work within CDW access methods, refresh schedules, security considerations, and system constraints, and how source systems feed the CDW and downstream layers.
  • Collaborate with technical teams to understand and leverage data flows across development, test, and production environments.
  • Enable analysts and engineers to use VA data assets effectively (CDW tables, views, and approved reporting layers) through working solutions and concise reference material.
Business Process Engineering & Stakeholder Engagement
  • Partner with VA/VHA stakeholders to elicit data, process, and application requirements and clarify business and technical needs.
  • Map current-state (as-is) and future-state (to-be) processes, identifying manual hand-offs and opportunities to automate or improve with Power Platform solutions.
  • Translate business questions and operational needs into data models, app/flow designs, and report requirements.
  • Facilitate working sessions, demos, and reviews to validate solution and process accuracy with subject matter experts.
  • Communicate technical concepts clearly to both technical and non-technical audiences.
Technical Documentation, Metadata & Governance (Supporting)
  • Document the logic behind delivered solutions — Power BI models and DAX, Power Apps data connections and Power Fx logic, Power Automate flows, and pipeline transformations — for reuse, governance, and audit readiness.
  • Maintain data dictionaries, source-to-target mappings, and data lineage for the datasets and models you build, with consistent naming conventions and definitions.
  • Validate that engineered datasets, app data connections, and flows align with documented business rules, security requirements, and data quality expectations.
  • Support data governance and compliance by documenting data ownership, stewardship, usage constraints, and adherence to VA, federal, and program standards.
  • Maintain version-controlled documentation repositories alongside source-controlled solution artifacts.
Methodology, Standards & Continuous Improvement
  • Contribute reusable app, flow, model, and pipeline patterns, plus templates and best practices.
  • Identify opportunities to improve delivery tooling, efficiency, and governance.
  • Support Agile or hybrid delivery, producing solutions and documentation aligned with sprint-based, iterative delivery.
Minimum Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Data Analytics, Healthcare Informatics, or a related field.
  • 4–6 years building solutions with the Microsoft Power Platform, with hands-on, production experience across Power Apps (canvas and/or model-driven), Power Automate, and Power BI.
  • Demonstrated Power Apps development: Dataverse modeling, screen/form design, Power Fx logic, and data connections to Dataverse, SharePoint, and SQL-based sources.
  • Demonstrated Power Automate development: cloud flows using connectors, expressions, and error handling for data movement, approvals, and process automation.
  • Demonstrated Power BI development: data modeling, DAX, Power Query (M), refresh, and report/dashboard delivery.
  • Hands-on data engineering experience: building ETL/ELT or data pipelines, data modeling, and working with structured and semi-structured data from multiple systems.
  • Strong understanding of relational databases and proficiency in SQL for building, reviewing, and validating data structures and logic.
  • Working knowledge of Power Platform data connectivity (Dataverse, SharePoint, SQL) and how governed data assets support these solutions.
  • Familiarity with data governance, metadata management, and data quality practices, and the ability to document the logic behind delivered solutions.
  • Experience supporting business process engineering (process mapping, as-is/to-be workflows, requirements elicitation).
  • Strong analytical and problem-solving skills with exceptional attention to detail.
  • Excellent written and verbal communication skills, including translating technical content for non-technical stakeholders.
  • Ability to work independently while collaborating within cross-functional teams.
  • Authorized to work in the U.S. indefinitely without sponsorship

Preferred Qualification
  • Master's degree in Computer Science, Information Systems, Data Analytics, Healthcare Informatics, or a related field.
  • Advanced Power Platform expertise: complex DAX, performance tuning, RLS, deployment pipelines, custom/premium connectors, PCF controls, Power Fx, and model-driven app development.
  • Power Platform ALM at scale: solution layering, environment strategy, DLP policies, and source control (Git / Azure DevOps).
  • Data engineering tooling: Azure Data Factory, SSIS, Synapse, Azure SQL, dataflows, and cloud data platform experience.
  • Relevant certifications: PL-100 (App Maker), PL-200 (Functional Consultant), PL-400 (Developer), PL-300 (Power BI Data Analyst), or Azure data certifications (DP-203, DP-900).
  • Prior experience supporting the VA, VHA, or other federal healthcare agencies.
  • Direct experience with the VA Corporate Data Warehouse (CDW), VA data domains, or enterprise VA systems.
  • Formal process improvement experience (BPMN, Lean/Six Sigma).
  • Experience with data cataloging, metadata, or documentation platforms (Confluence, SharePoint, data catalogs).
  • Experience in Agile delivery supporting analytics or data modernization initiatives
