Technical Project Manager
Promethus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Technical Project Manager (Communications & Change) to support Department of Veterans Affairs (VA) programs focused on enterprise analytics enablement. This role will serve as a critical bridge between technical teams and stakeholders, ensuring alignment, clarity, and successful delivery across complex data initiatives. The Technical Project Manager will coordinate cross-functional efforts, manage communications, and lead change management activities to support the adoption of new data processes, documentation standards, and system capabilities across the organization.
The ideal candidate brings experience managing technical projects in federal environments, strong communication and stakeholder engagement skills, and demonstrated experience leading organizational change initiatives, particularly within data or technology transformation efforts.
Essential Duties and ResponsibilitiesProject Management & Delivery Oversight
- Lead planning, coordination, and execution of data documentation and analytics initiatives within VA environments.
- Manage project timelines, deliverables, risks, and dependencies across multiple workstreams.
- Support Agile or hybrid delivery models, including sprint planning, backlog refinement, and status tracking.
- Ensure alignment between technical teams (data engineers, analysts, and architects) and program objectives.
- Track progress and provide regular reporting on milestones, risks, and performance metrics to leadership.
Technical Communication & Stakeholder Engagement
- Serve as the primary liaison between technical teams and VA stakeholders, ensuring clear and consistent communication.
- Translate complex technical concepts (data architecture, pipelines, documentation artifacts) into accessible language for business users and leadership.
- Develop executive-level briefings, presentations, and reports summarizing program status, insights, and impacts.
- Facilitate meetings, working sessions, and stakeholder reviews to drive alignment and decision-making.
- Develop and execute targeted communication strategies to support awareness, understanding, and adoption of program deliverables.
Change Management & Adoption
- Lead and support change management activities associated with new data documentation standards, tools, and processes.
- Develop and implement change management plans, including stakeholder analysis, impact assessments, and adoption strategies.
- Create and deliver training materials, user guides, and onboarding resources to support end-user adoption.
- Monitor and assess adoption metrics, user feedback, and organizational readiness, adjusting strategies as needed.
- Partner with leadership to proactively manage resistance and ensure the successful integration of new capabilities into business operations.
- Promote a culture of transparency, continuous improvement, and data literacy across stakeholders.
Data Documentation & Knowledge Enablement Support
- Partner with Business Analysts and technical teams to ensure high-quality data documentation deliverables are understood, accessible, and aligned with stakeholder needs.
- Support the development and dissemination of data dictionaries, data lineage artifacts, and system documentation.
- Drive the adoption of documentation standards and ensure deliverables are effectively communicated and utilized across teams.
- Coordinate onboarding materials and knowledge-sharing efforts to improve understanding of VA data environments.
Methodology, Process Improvement & Reporting
- Continuously improve communication workflows, documentation dissemination, and stakeholder engagement strategies.
- Develop and maintain standardized templates for status reporting, communications, training materials, and change artifacts.
- Foster a culture of collaboration, clarity, and continuous improvement across teams.
- Bachelor’s degree in Business Administration, Information Systems, Public Health, Data Analytics, or a related field.
- 5–8 years of experience in program management, project management, technical coordination, or change management roles.
- Experience managing technical or data-focused projects, preferably involving data documentation, analytics, or system integration.
- Demonstrated experience leading or supporting organizational change management initiatives (e.g., process changes, system implementations, or data transformations).
- Strong ability to translate technical concepts into clear, concise communications for non-technical stakeholders.
- Experience facilitating cross-functional collaboration between business and technical teams.
- Proficiency with project management tools (e.g., Jira, Azure DevOps, MS Project, or similar).
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Excellent written and verbal communication skills, including experience preparing executive-level briefings and training materials.
- Understanding of data concepts, including data pipelines, data models, and system integrations.
- Experience working in federal or regulated environments.
- Authorized to work in the U.S. indefinitely without sponsorship.
- Ability to obtain and hold a Public Trust clearance.
- Master’s degree in Business Administration (MBA), Public Administration, Information Systems, or a related field.
- PMP, PgMP, Scrum Master, Prosci, or other Change Management certification.
- Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or similar federal healthcare agencies.
- Familiarity with VA data environments, enterprise systems, or data modernization initiatives.
- Experience supporting data governance, metadata management, or documentation-focused programs.
- Experience developing and executing enterprise-level communication and change adoption strategies.
