Technical Program Manager
Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Technical Program Manager to support the Department of Veterans Affairs (VA). This role will provide leadership, coordination, and oversight for program activities supporting healthcare scheduling modernization, interoperability, workflow transformation, training, adoption, and operational sustainment across VA and Community Care environments. The position aligns with the VA's Enterprise Patient Scheduling strategy to improve Veteran access to care through integrated scheduling capabilities, standardized workflows, and enhanced coordination between VA and community providers.
The Technical Program Manager will serve as the primary point of coordination across stakeholders, technical teams, operational leaders, and program executives to ensure successful delivery of complex healthcare transformation initiatives. The ideal candidate will possess significant healthcare program management experience, strong leadership skills, and a demonstrated ability to manage enterprise-scale implementations in highly regulated environments.

Essential Duties and ResponsibilitiesProgram Leadership & Strategic Oversight
- Lead planning, execution, monitoring, and closeout activities for enterprise healthcare transformation initiatives.
- Provide program leadership and strategic direction across multiple workstreams supporting scheduling modernization, interoperability, workflow optimization, and operational adoption.
- Establish and maintain integrated project plans, schedules, milestones, dependencies, and execution roadmaps.
- Manage program governance processes, decision tracking, risk mitigation, issue management, and executive reporting activities.
- Ensure alignment of program objectives with VA strategic priorities, healthcare modernization initiatives, and Veteran access goals.
Healthcare Scheduling Modernization
- Support implementation and sustainment activities associated with the Enterprise Patient Scheduling (EPS) platform and related scheduling modernization initiatives.
- Coordinate efforts across scheduling, referral management, care coordination, provider network integration, and interoperability workstreams.
- Monitor implementation progress and identify opportunities to improve operational effectiveness, scheduling efficiency, and stakeholder satisfaction.
- Collaborate with functional and technical teams to streamline business processes and improve scheduling workflows.
- Ensure delivery activities support the enterprise vision of unified scheduling across direct care, community care, virtual care, and Veteran self-scheduling channels.
Stakeholder Engagement & Executive Communications
- Serve as the primary liaison among program leadership, VA stakeholders, clinical operations teams, technical teams, and external partners.
- Prepare executive briefings, dashboards, status reports, issue analyses, and program updates.
- Facilitate governance meetings, leadership reviews, strategic planning sessions, and working groups.
- Develop communications that effectively translate complex technical and operational information for diverse stakeholder audiences.
- Establish collaborative relationships with stakeholders to build consensus and support program objectives.
Change Management, Training & Adoption
- Lead organizational change management activities supporting enterprise deployment and adoption initiatives.
- Develop and execute stakeholder engagement, communication, training, and adoption strategies.
- Coordinate training development and delivery efforts, including user guides, job aids, onboarding materials, and role-based training programs.
- Monitor adoption, utilization, and performance metrics to assess program effectiveness and support continuous improvement activities.
- Identify organizational impacts, potential resistance points, and mitigation strategies to increase successful adoption of new processes and technologies.
- Support site readiness assessments, activation planning, post-deployment support, and lessons learned activities.
Interoperability, Process Improvement & Operational Excellence
- Support healthcare interoperability initiatives involving scheduling, referral management, provider data exchange, and care coordination capabilities.
- Oversee business process analysis and workflow improvement efforts to optimize operational outcomes.
- Coordinate solution engineering and issue resolution activities among technical and operational stakeholders.
- Foster a culture of continuous improvement by identifying performance gaps and recommending corrective actions.
- Support performance measurement, quality management, operational readiness assessments, and program maturity initiatives.
Risk Management & Compliance
- Identify, assess, and manage program risks, issues, dependencies, and resource constraints.
- Ensure compliance with applicable federal, VA, privacy, security, and governance requirements.
- Support audit readiness, documentation management, and quality assurance activities.
- Maintain accountability for program deliverables, performance outcomes, and contractual commitments.
- Master's degree in Healthcare Administration, Public Health, Business Administration, Information Systems, Program Management, or a related field.
- Minimum of 10 years of experience managing healthcare programs, initiatives, or enterprise transformation efforts.
- Demonstrated experience planning, managing, executing, and closing complex healthcare programs.
- Experience supporting integrated healthcare delivery systems, healthcare modernization initiatives, or large-scale healthcare technology implementations.
- Proven ability to manage multiple stakeholders, competing priorities, and cross-functional teams.
- Strong understanding of healthcare operations, clinical workflows, and healthcare technology implementations.
- Experience leading organizational change management and adoption initiatives.
- Excellent written and verbal communication skills, including executive-level briefing development and presentation experience.
- Experience with program governance, risk management, performance measurement, and continuous improvement methodologies.
- Project Management Professional (PMP) certification or equivalent project/program management certification.
- Authorized to work in the U.S. indefinitely without sponsorship.
- Ability to obtain and maintain a Public Trust clearance.
- Experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or other federal healthcare agencies.
- Experience supporting scheduling modernization, referral management, community care programs, or healthcare interoperability initiatives.
- Familiarity with healthcare standards, APIs, interoperability frameworks, and health information exchange concepts.
- Experience leading enterprise-wide deployments, adoption programs, and operational transformation initiatives across geographically dispersed organizations.
- Experience working in Agile, hybrid, or large-scale program management environments.
- Certification in Organizational Change Management (Prosci or equivalent).
- Experience managing programs involving training development, field activation, and end-user adoption.
