Position Summary
Prometheus Federal Services (PFS) is a trusted partner to federal health agencies. We are exploring the addition of an experienced Business Analyst to support the Department of Veterans Affairs (VA) programs through detailed technical data documentation and analysis. This role will focus primarily on documenting VA data sources, systems, integrations, and environments to support analytics, reporting, system modernization, and regulatory compliance efforts. The Business Analyst will work closely with data engineers, analytics teams, product owners, and VA stakeholders to understand complex data ecosystems and translate them into clear, accurate, and reusable technical documentation. The ideal candidate has strong experience in data analysis, metadata management, and documentation standards, along with familiarity with federal healthcare data environments, particularly within the VA.

Essential Duties and Responsibilities

Technical Data Documentation & Metadata Management
  • Develop, maintain, and standardize comprehensive documentation for VA data sources, including databases, reports, APIs, and enterprise data platforms.
  • Create and maintain data dictionaries, data lineage diagrams, source-to-target mappings, and system interface documentation.
  • Document data definitions, business rules, transformations, validation logic, and dependencies across upstream and downstream systems.
  • Support metadata management initiatives, ensuring consistent naming conventions, definitions, and documentation standards across programs.
  • Maintain version-controlled documentation repositories to ensure accuracy, traceability, and audit readiness.
VA Data Sources, Systems & Environments
  • Analyze and document VA-specific data systems and environments (e.g., clinical, operational, financial, and administrative data sources).
  • Collaborate with technical teams to understand data flows across development, test, and production environments.
  • Capture and document data access methods, refresh schedules, security considerations, and system constraints.
  • Support onboarding activities by developing reference documentation that enables analysts and engineers to effectively use VA data assets.
Business Analysis & Stakeholder Engagement
  • Partner with VA stakeholders and internal teams to elicit data requirements and clarify business and technical needs.
  • Translate business questions and operational needs into clearly defined data elements, requirements, and documentation artifacts.
  • Facilitate working sessions and reviews to validate documentation accuracy with subject matter experts.
  • Communicate complex technical concepts in a clear and accessible manner to both technical and non-technical audiences.
Data Quality, Governance & Compliance Support
  • Support data governance efforts by documenting data ownership, stewardship, and usage constraints.
  • Assist with identifying data quality issues, gaps, and inconsistencies and document findings and remediation recommendations.
  • Ensure documentation aligns with VA, federal, and program-specific standards for data management, security, and compliance.
  • Support audits, reviews, and modernization efforts by providing up-to-date and accurate data documentation.
Methodology, Standards & Continuous Improvement
  • Contribute to the development and refinement of documentation templates, standards, and best practices.
  • Identify opportunities to improve documentation processes, tools, and efficiencies.
  • Support Agile or hybrid delivery methodologies by producing documentation that aligns with sprint-based development and iterative delivery.
Minimum Qualifications
  • Bachelor’s degree in Business Administration, Information Systems, Data Analytics, Computer Science, Healthcare Informatics, or a related field.
  • 3–6 years of experience as a Business Analyst, Data Analyst, or similar role with a strong emphasis on data documentation.
  • Hands-on experience creating technical data documentation, including data dictionaries, data lineage, and source-to-target mappings.
  • Strong understanding of relational databases and data concepts (tables, fields, keys, relationships).
  • Proficiency in SQL for reviewing and validating data structures and logic.
  • Experience working with structured and semi-structured data from multiple systems and environments.
  • Familiarity with data governance, metadata management, and data quality practices.
  • Experience supporting healthcare data, public sector data, or federal data environments.
  • Strong analytical and problem-solving skills with exceptional attention to detail.
  • Excellent written and verbal communication skills, including the ability to translate technical content for non-technical stakeholders.
  • Ability to work independently while collaborating effectively within cross-functional teams.
  • Ability to work in the U.S. indefinitely without sponsorship

Preferred Qualification
  • Master’s degree in Business Analytics, Data Science, Information Systems, or a related field.
  • Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or other federal healthcare agencies.
  • Familiarity with VA data domains, clinical or operational data, or enterprise VA systems.
  • Experience with data cataloging, metadata tools, or documentation platforms (e.g., Confluence, SharePoint, data catalogs).
  • Experience working in Agile delivery environments supporting analytics or data modernization initiatives.
